DUTIES OF THE COMMITTEE

The CBOC is comprised of volunteers who represent specific constituencies, including senior citizens, businesses, taxpayers’ organizations, support organizations, parents, and the community at large. To carry out its stated purposes, the CBOC shall perform the following duties:

  • Inform the Public. The committee shall inform the public concerning the District's expenditures and use of bond revenues.
  • Regular Meetings. The committee holds quarterly meetings each year. The purpose of these meetings is to receive and review reports and documents from the District to determine compliance with the bond measures’ stated projects.
  • Review Expenditures. The committee shall provide oversight, including reviewing specific reports produced by the District to ensure that:
    • Bond proceeds are expended only for the purposes outlined in the applicable ballot measure; and
    • No bond proceeds are used for teachers’ or administrators’ salaries, or for District operating expenses.
  • Annual Report. The committee shall present to the Board of Trustees, in public session, an annual written report, which shall include a summary of the committee’s proceedings and activities for the preceding year.

As required by law, COC membership shall include the following categories:

  • One member shall be active in a business organization representing the business community located within the school district;
  • One member shall be active in a senior citizens’ organization;
  • One member shall be active in a bona fide taxpayers’ organization;
  • One member shall be the parent or guardian of at least one child currently enrolled in a school of the District; and
  • One member shall be both a parent/guardian of at least one child currently enrolled in a school of the District and be an active member in a District parent-teacher organization, such as the PTA or school site council
  • Two or more members shall be appointed as “At-Large” members

No employee or official of the District may be appointed to the COC.  Additionally, no vendor, contractor, or consultant of the District may be appointed to the COC. Residency within the District is not required; however, the Board strongly prefers that members of the COC live or work within the boundaries of the District.
