WHAT IS MEASURE Q?

Measure Q, a $16 million general obligation (GO) bond measure, was authorized at an election held on the November 5, 2024, presidential election ballot, will make necessary renovations and improvements to schools and classrooms across the Salida Union School District

  • Improving safety and controlling unauthorized school entry with fencing, controlled-entry and security systems
  • Creating greater accessibility to classrooms, restrooms, walkways and playgrounds in compliance with the Americans with Disabilities Act (ADA)

DUTIES OF THE COMMITTEE

The CBOC is comprised of volunteers who represent specific constituencies, including senior citizens, businesses, taxpayers’ organizations, support organizations, parents, and the community at large. To carry out its stated purposes, the CBOC shall perform the following duties:

  • Inform the Public. The committee shall inform the public concerning the District's expenditures and use of bond revenues.
  • Regular Meetings. The committee holds one to two meetings each year. The purpose of these meetings is to receive and review reports and documents from the District to determine compliance with the bond measures’ stated projects.
  • Review Expenditures. The committee shall provide oversight, including reviewing specific reports produced by the District to ensure that:
    • Bond proceeds are expended only for the purposes outlined in the applicable ballot measure; and
    • No bond proceeds are used for teachers’ or administrators’ salaries, or for District operating expenses.
  • Annual Report. The committee shall present to the Board of Trustees, in public session, an annual written report, which shall include a summary of the committee’s proceedings and activities for the preceding year.

As required by law, COC membership shall include the following categories:

  • One member shall be active in a business organization representing the business community located within the school district;
  • One member shall be active in a senior citizens’ organization;
  • One member shall be active in a bona fide taxpayers’ organization;
  • One member shall be the parent or guardian of at least one child currently enrolled in a school of the District; and
  • One member shall be both a parent/guardian of at least one child currently enrolled in a school of the District and be an active member in a District parent-teacher organization, such as the PTA or school site council
  • Two or more members shall be appointed as “At-Large” members

No employee or official of the District may be appointed to the COC.  Additionally, no vendor, contractor, or consultant of the District may be appointed to the COC. Residency within the District is not required; however, the Board strongly prefers that members of the COC live or work within the boundaries of the District.

The Citizens' Oversight Committee

The Salida Union School District Board of Trustees has placed Measure Q, a general obligation bond, on the November 5, 2024, Presidential Election Ballot.   Measure Q is a general obligation (GO) bond measure.  If approved by 55% of District votes cast, Measure Q will authorize $16 million to improve student access to technology, renovate classrooms, and increase student safety. Measure U’s average annual tax rate is estimated to be less than 19¢ per $100 of assessed valuation. In addition, Measure Q will qualify the District for state matching funds.

 TAXPAYER PROTECTIONS

  • Funds are prohibited from being used for administrators’ salaries, pensions or benefits
  • An independent Citizens’ Oversight Committee and a third-party auditor must review and audit all bond expenditures
  • All funds will benefit ONLY Salida Union Elementary School District’s projects

COMMITTEE PURPOSE AND RESPONSIBILITY

The purpose of the Citizens' Oversight Committee (COC) as stated in the legislation of Prop. 39, is limited to informing the public concerning the expenditure of bond revenues and actively reviewing and reporting on the proper expenditure of taxpayers' money for school construction. The committees will make sure that bond funds have been spent in accordance with state law on projects specified on the Project List.  Additionally, the COC may engage in any of the following activities:

  • Receive and review copies of the annual, independent performance and financial audits;
  • Inspect school facilities and grounds;
  • Receive and review copies of any deferred maintenance plans or proposals developed by the district;
  • Review efforts by the district to maximize bond revenues by implementing cost-saving measures.

COMMITTEE SELECTION

The Citizens' Oversight Committee members represent a diverse group of the community and were originally appointed by the Board of Education on , pursuant to Proposition 39 regulations.

MEETING DATES, TIMES, AND LOCATIONS

Meetings of the COC are called, noticed, held, and conducted subject to the Ralph M. Brown Act, and are open to the public. Meetings are held at 3:00 p.m., unless stated otherwise, at the District Office, Zoom, or at one of the schools that have benefited from Measure Q funds.
